1998 Scotia Fundy Lobster Conservation Measures Announced April 15, 1998 -------------------------------------------------------------------------------- Ottawa -- David Anderson, Minister of Fisheries and Oceans, today announced the lobster conservation measures for Lobster Fishing Areas (LFAs) 27-32 in the Scotia Fundy sector of Maritimes region. Today's announcement is part of the Department of Fisheries and Oceans' (DFO) lobster conservation strategy, announced in December 1997. At that time, the Minister asked lobster fishers in Atlantic Canada and Quebec to prepare conservation harvesting plans (CHPs) which would lead to the doubling of lobster egg production. The measures announced today are intended to meet that conservation target. "The input we received from the fishing community demonstrates that there is widespread and strong support for lobster conservation," said Mr. Anderson. "While I am pleased with the efforts to date, we must take the extra step by putting in place conservation measures which will raise egg production." In its November 1995 report, the Fisheries Resource Conservation Council (FRCC) proposed a "tool kit" of lobster conservation measures to meet the conservation objective of egg production. Among other measures, the egg production tool kit included increasing minimum carapace size, maximum size limits, and V-notching. In the Scotia Fundy sector, the majority of CHPs received from fishers supported an increase in carapace size as an effective way to increase egg production. Specifically, lobster fishermen in LFAs 27-32 (eastern Nova Scotia) indicated that they would like to see a significant impact on egg production as soon as possible and that an increase in carapace size was the most effective way to achieve this. These fishermen are considering additional measures for future years, such as maximum size limits, trap limit reductions and further increases in carapace size. As a result, the conservation measures announced today are based largely on increasing carapace size. Larger carapace sizes will allow a greater number of female lobsters to reproduce before they are harvested. Along with enhancing the reproductive capacity of lobster stocks, larger carapace size ensures that the undersized lobsters left in the water will gain in weight and market value. This approach will allow additional moult and egg production prior to recruitment into the fishery and will provide a significant increase in egg production. In some LFAs, a maximum size limit will also be used as an important, secondary measure. The remaining LFAs in the Scotia Fundy sector, LFAs 33-38, are in the middle of an ongoing fishery which takes place in the fall, winter and spring months. These LFAs will also be required to meet the egg doubling target within the allotted period. CHPs for these areas will be required prior to the opening of this fishery in the fall of 1998. "The success of the conservation strategy depends on consistent participation by all stakeholders," said Mr. Anderson. "This strategy will require some short-term sacrifice, but I am committed to the precautionary approach in this fishery. I want to congratulate the LFAs on their efforts to improve lobster conservation. The measures announced today represent an important step forward in protecting the future of this valuable resource." Regional DFO officials will work with LFAs whose seasons begin shortly to allow fishers a reasonable amount of time to acquire new lobster gauges before the new size limits are enforced. An essential element of the lobster conservation strategy is the monitoring and scientific assessment of the impact of conservation measures.
